Nariman Muftaliyev is an accomplished civil engineer with over 36 years of extensive leadership in building design, structural engineering, and construction supervision. In 1990, he graduated from the Saint Petersburg (Leningrad) Higher Military Engineering Construction School specializing in civil and military structures construction.

Throughout his career, he has managed military construction directorates and led the Design and Estimate Department under the Ministry of Defense of the Republic of Azerbaijan. Since 2017, he has headed the Industrial and Civil Construction Group, supervising master planning, technological and architectural design solutions, tender analysis, and designer site supervision. As Chief Project Engineer, he has delivered high-priority national facilities, including deep-water berths and fertilizer warehouse complexes at the Baku International Sea Trade Port, railway maintenance depots, regional agro-industrial hubs, and critical structural restoration of the Baku Metro system
