Ismail-Efendi Ismiyev
Ismayil-Efendi Ismiyev is an outstanding civil engineer, visionary, and the foundational figure of the modern engineering and bridge-building school. In 1978, he graduated from the Saratov Polytechnic Institute, specializing in Bridges and Tunnels.
In 1989, Mr. Ismiyev laid the foundation for an independent engineering powerhouse, establishing an organization initially focused on complex bridge calculations and structural design. Under his strategic guidance, the enterprise consistently evolved: developing from the "Texnomost" design and production firm (2009–2012) into the scientific and research center "Gidrotransproyekt" (2012), which broadened the design portfolio to encompass high-category highways, maritime ports, hydraulic structures, and urban utilities. This journey continued with the establishment of "Hydrotrans Engineering Center" (2021) with international ISO 9001 certification, and culminated in its evolution into MIRAS Engineering (2026) — an engineering house that embodies over 35 years of engineering heritage and calculation precision.
Over decades of leadership, Mr. Ismiyev directed milestone transport initiatives across Azerbaijan, Russia, Kazakhstan, Uzbekistan, and Moldova. Among his crowning engineering achievements is the design and execution of the world-renowned 244-meter prestressed concrete "Floating Bridge" in Moscow's Zaryadye Park, featuring an unprecedented 70-meter unsupported cantilever span over the river.
Honored Engineer of the Republic of Azerbaijan, Honored Builder of the Republic of Dagestan, and laureate of the National "Economy and Business" Award in the "Business Reputation" nomination, Ismayil-Efendi Ismiyev has forged an indelible legacy of engineering excellence, technical innovation, and strategic infrastructure across the region.
